A 68-year-old biological male that identifies as a woman who is serving a life sentence for murdering a woman and then raping her corpse has been approved for transfer to a women’s prison in Ontario, Canada, according to Heather Mason.

Mason is a former federal prisoner and advocate for women in prison, and a founding member of the Canadian Women's Sex-Based Rights (caWsbar) group.

In a thread on Twitter, Mason shared a series of screenshots from the individual’s parole documents, which she says she obtained via a request made to the Parole Board of Canada (PBC).

The document contains a description of the individual’s gruesome crime:

“According to the Criminal Profile Report, in September 1995, you physically assaulted and then cut the victim’s throat. You sexually assaulted the victim post-mortem. At first, you said you found the victim deceased in her apartment, however, you later admitted to police that you killed the victim.”

The individual's name at the time of the crime has not been confirmed but is named on the parole document as Catherine Lynn.

According to Lynn’s parole document, there have been a number of incidents in prison related to inappropriate sexual behavior with others, and Lynn wanted to transfer to a women’s prison to "look at how women walked, talked, and acted," said Mason.

The document records an extraordinary exchange between the violent murderer and necrophiliac, and the Parole Board:

"The board asked whether you felt, given your past violence against women, your transfer would increase your risk in any way. You said your past would pose a challenge to your transfer and acknowledged it was wrong for you to use your size or strength to harm others as you did in the past."

The transfer was approved and according to Mason has already taken place.

"I received a phone call on August 15th from a woman at GVI (Grand Valley Institute for Women in Kitchener, ON) who said [Lynn] was already at GVI," Mason told The Post Millennial.

Male criminals who self-identify as women have been permitted transfer to women’s prisons in Canada since Bill C-16 was passed in 2017, which added gender identity and gender expression as protected characteristics to the Criminal Code.

Trudeau was questioned at a town hall in Kingston, ON in January 2017 by a participant who described the policy in place at the time of housing inmates by biological sex as "torture" for transgender inmates.

Trudeau replied that it was "not on his radar, but that he would move to address it" now that it was, the CBC reported.

"I will make sure we look at it and we address it and we do right in recognizing that trans rights are human rights and we need to make sure we are defending everyone's dignity and rights in every way we can," he said.

He made no mention of incarcerated women’s rights or dignity at the time and has not done so since.

The Correctional Service of Canada (CSC) published its Interim Policy Bulletin 584 on December 27, 2017, committing to house inmates according to their self-declared gender identity, but CSC had already been granting transfers before it was published. On May 9, 2022, they finalized the policy by publishing Commissioner's Directive 100.

In a statement to The Post Millennial, Mason revealed that the CSC has had 57 transfer requests since the policy was enacted in 2017, and that they have transferred 12 inmates. They have had no transfer requests from females. They also have 61 gender-diverse inmates in men’s prisons and 24 in women’s prisons.

In a similar case, Mason also received the parole document of Michel Reeves, a two-time murderer who was recently denied parole and has applied to transfer to the women's prison. He killed an inmate and then participated in group masturbation around the victim's body.

Incarcerated women do not have a voice and cannot advocate for themselves, so last year, Mason organized a way for their voices to be heard. Inmates were asked to write letters about their experiences being locked up with male criminals and these were smuggled out and published by Canadian group Gender Dissent.
