The Ontario Special Investigations Unit (SIU) has cleared police officers of wrongdoing in the death of Regis Korchinski-Paquet, determining that there was "no reasonable grounds to believe that any of the officers committed a criminal offence."
Korchinski-Paquet's death sparked widespread protests and demonstrations across Canada, as the incident timed up with large social movements in the United States following the death of George Floyd in Minneapolis, Minnesota.
"Six police officers were in and around the apartment at the time of the fall, including the subject officer, who had the most dealings with Ms. Korchinski-Paquet," a statement from the SIU explains. "Each officer was interviewed by the SIU, as well as 15 civilian witnesses, including Ms. Korchinski-Paquet's mother and brother who were in the vicinity at the time.
A statement was also obtained from the father of Korchinski-Paquet, with whom she was speaking with "moments before the fall."
Review of "scene photos, 911 call recordings, audio recordings from In-Car Camera Systems of police cruisers, security camera video recordings from the apartment building in which the incident occurred, records from the TPS and two post mortem-reports" also helped in the investigation.
It was determined that there was zero reason to believe that the officers committed a criminal offence in Korchinski-Paquet death.
Mother believed she was pushed by police
Upon her daughter's death, Korchinski-Paquet's mother posted video online saying that she believed Toronto police had pushed Korchinski-Paquet off the balcony.
Korchinski-Paquet's mother told media that her daughter was prone to seizures and violent behaviour, and that they had called the police for similar incidents. TPS sent eight officers, which then-Police Chief Mark Saunders said was due to concerns of "weapons or knives," and potential assault.
