The federal government's media and marketing agency, Cossette, has advised that all planning and buying of advertisements on Twitter be paused immediately.

The company issued guidence on Friday that the government "pause activity immediately and monitor the situation over the weekend", citing "unknown continuity plans for moderation" and "heightened risk of brand safety" as reasons for the action, CBC reports.

Cossette, described by the government as the "media agency of record", helps with "media planning and strategizing, media buying, ad serving and trafficking, ad verification, reporting and reconciliation services, to support a variety of government initiatives."

Twitter announced last week that it would be laying off approximately half of its 7,500 employees, an action deemed necessary to counter the estimated $4 million per day of losses. The social media giant was purchased last month by Tesla and SpaceX head Elon Musk.



Twitter's head of safety and integrity, Yoel Roth, said on Friday that only 15% of the team responsible for safety and moderation were affected by the layoffs, maintaining that the company's "core moderation capabilities remain in place."



Musk himself also added that their "strong commitment to content moderation remains absolutely unchanged."

Cossette maintains that its guidance to the government was prompted by increased concern over the company's moderation and brand safety, so as to ensure that advertising isn't placed alongside content that could negatively affect the government's reputation. The U.S. midterm elections were also cited as a reason for the pause, arguing that this would result in "a lot of focus on the platform for abuse."

Numerous other companies have also paused their advertising on Twitter, some of whom are also advised by Cossette, such as General Motors and General Mills. In response to this, Musk called out "activist groups" for using pressure tactics in an attempt to "destroy free speech in America."

The federal government spent a little over $3 million on Twitter advertisements during the 2020-2021 fiscal year.
