A federal report states that Canada should decriminalize heroin, with Liberal Health Minister Patty Hajdu saying that all options are on the table.
"Substance use is a health issue," Hajdu said in a statement, according to Blacklock's Reporter. "It is not a moral issue or a criminal justice one. People who use drugs deserve our compassion and support."
The report, titled the Controlled Drugs and Substances Act, comes after reviews from experts that say that cocaine, methamphetamine, and other drugs should all be decriminalized.
"Penalties of any kind for the simple possession and use of substances are harmful to Canadians," the panel wrote.
"Canada's current policies are based on an outdated and deeply problematic position which the Task Force members reject that devalues and dehumanizes people who use drugs by labeling them as immoral, 'addicts' or weak," the report states.
"Furthermore, by criminalizing simple possession, Canada's Controlled Drugs And Substances Act increases the stigma by labeling people who use drugs as criminals."
A government task force acknowledged that drug use may increase with drug decriminalization, as was seen with impaired driving following the legalization of cannabis in 2018.
