The Texas Dept. of Public Safety Regional Director Victor Escalon said during a press conference on Thursday that there was not a school resource officer on location at Robb Elementary School when the shooter arrived.

"It was reported that a school district police officer confronted the suspect that was making entry—Not accurate. He walked in unobstructed," said Escalon "initially. From the grandmas house... into the school, he was not confronted by anyone."

When asked how Salvador Ramos, the shooter, was barricaded and why officers were evacuating students instead of engaging the shooter, Escalon said he would "circle back" to that question.

Many questions have arisen following the shooting, as the Associated Press reported on Thursday that parents and onlookers begged law enforcement to enter the building.

Some witnesses say they were screaming at law enforcement to "go in there." Witness Juan Carranza said that he was watching from his home, and officers did not enter. One mother tried to rush in and was handcuffed by federal marshals.

Parents say that they arrived at the scene of the school while police were still standing outside of the building, with one witness who lost a daughter saying that bystanders nearly organized to rush in the building all at once because law enforcement was "unprepared."

"Let's just rush in because the cops aren't doing anything like they are supposed to," said Cazares. "More could have been done."

The gunman was reportedly in the building for at least 40 minutes to an hour before US Border Patrol agents stormed into the classroom and shot Ramos dead, according to the timeline given by Escalon.

The motive for the massacre still remains unknown and is under investigation, with authorities saying that Ramos had no known mental health history or criminal history.

Texas Department of Public Safety Director Steve McCraw said that over 40 minutes past before the shooter began shooting at the school security officer when the tactical squad shot him dead.

"The bottom line is law enforcement was there," McCraw said. "They did engage immediately. They did contain him in the classroom."

A timeline, however, still remains unclear. "Right now we do not have an accurate or confident timeline to provide to say the gunman was in the school for this period," Lt. Christopher Olivarez told CNN.
