Woman charged with murder in DUI crash that killed 2 Pennsylvania state troopers, pedestrian

Philadelphia police have arrested 21-year-old Jayana Tanae Webb, of Eagleville, over the deaths of two Pennsylvania State Police troopers and a third person, a pedestrian, in a DUI vehicle collision that happened early on Monday morning.

Pennsylvania State Police Troopers 33-year-old Martin F. Mack III and 29-year-old Branden T. Sisca had been assigned together at the Troop K Patrol Station in the Philadelphia area. It was on Monday at roughly 12:40 am when they pulled over a car on the southbound lanes of I-95 near Lincoln Financial Field.

Before being able to deal with that situation, the two had to leave to respond to a call about someone walking by themselves on the highway.

When the two troopers tried getting 28-year-old Rivera Oliveras into his car, that's when suspect Webb ended up hitting all three of them with her own vehicle, police said. Local reporting says that the impact happened at a high enough speed to send the two troopers into the northbound lanes of highway traffic.

Some witnesses tried performing lifesaving aid but all three were pronounced dead on scene. Webb eventually came to a stop on the right shoulder of the southbound lanes until being taken into custody when additional police arrived.

According to NBC Philadelphia, authorities are trying to figure out if Webb was the same driver that Mack and Sisca had stopped in the first place.

Beyond general driving under the influence and various traffic violations, Webb faces these charges: three counts of third-degree murder, three counts of homicide by vehicle while DUI, three counts of homicide by vehicle, two counts of "manslaughter of a law enforcement officer in the second degree," three counts of involuntary manslaughter, and tree counts of reckless endangerment.

Webb has tweeted many times about getting drunk in recent months. Webb's tweets celebrating being drunk date as far back as August 2021.

Pennsylvania Governor Tom Wolf stopped by the Troop K Station in Philadelphia to pay his respects to the fallen troopers and thank officers for their service.

"Troopers Mack and Siska made the ultimate sacrifice this morning while assisting [a] citizen in need. These troopers personified our department's core values of honor, service, integrity, respect, trust, courage and duty," Pennsylvania State Police Commissioner Col. Robert Evanchick said at a press conference Monday.

While Mack had been with the state police since November 2014 and he was married with two children, Sisca joined up more recently in February of last year, leaving behind a wife and unborn child, according to the Trappe Fire Company.

The Philadelphia Fraternal Order of Police Lodge published links to authorized fundraisers to support the families of the troopers, in light of earlier reports that scammers attempted to solicit donations off of the tragic incident.

FOX 29 Philadelphia morning news reporter Steeve Keeley reported that Webb was wearing the same handcuffs that were carried by the fallen state troopers.
