A court order allowed the admittance of GOP representatives to have a look at how the ballots are being counted in Philadelphia, and now the Democrats have filed appeal.
Philadelphia mail-in ballot count has been temporarily halted as Democrats have gone to PA’s Supreme Court to try to reverse the Commonwealth Court ruling allowing Trump observers inside to watch the count (which is also live-streamed) - per @mitchellreports

On Thursday morning, a 15 person team hand-picked by the Trump campaign was allowed to enter the Philadelphia vote-counting facility, but the ballot counting process has been halted due to an appeal filed immediately after by the Democratic party.
The appellate court's ruling allowed people working for the Trump campaign to be physically present at a distance of six feet while votes are being counted.
Philadelphia is at the center of controversy surrounding mail-in ballot counts, and they've been counting away in the Philadelphia Convention Center without admitting watchers from the GOP.
President Trump tweeted out that the new distance of six feet was a big legal win for the campaign, which has had its eyes on Philadelphia.
Big legal win in Pennsylvania!

Philadelphia is a heavily Democrat-oriented city, with a local political machine that has come out in force for Joe Biden.
There has been concern that some ballots that are being counted were admitted into ballot boxes after the close of voting on Tuesday. Additional concerns include lack of security on both ballot boxes and the large quantity of boxes containing unsealed ballots yet to be counted that are stacked up in the convention center.

The integrity of Philadelphia's voting system was a concern on Tuesday, when poll watchers stated that they were not admitted into polling places despite having been granted official access by the city.
They were met with barricades and security keeping them out. Later they were allowed in but kept at a distance from the area where votes were being tallied, which, according to the court's decision, constituted a lack of what is legally called "meaningful access".
