In the video, Mulvaney says, "It's day 335 of being a girl, and I wanted to go on record to say that this may be the hottest I've ever looked, and will ever look in my lifetime. And, I'm making this video so that in thousands of years, there will be evidence."
The TikToker then props the camera up and steps back from it, revealing a short black and white dress with translucent tights.
"Is it the dress? It could be the dress. Is it the makeup? Or is it the hair? Because I think it's the extensions," Mulvaney said while touching the hair extensions.
The trans activist went on about the extensions before saying "I know that I look like I could steal a husband… But I want to promise you that I would never do that to you."
"I am a girl's girl, and I love ya!," Mulvaney closed the TikTok.
"I'm convinced this is performance art," Ian Miles Cheong captioned the video on Twitter.
In January, Mulvaney released a video revealing the results of the "gender affirming" cosmetic surgery, a procedure the social media star said was "life saving."
"That's a wrap on face reveal. Oh my gosh, That's a wrap on face reveal," Mulvaney said. "Oh my gosh, hi! I missed you, you know, I have a flair for the dramatics, But it's so good, right? I'm so happy and it's still me, it's just a little bit softer of a version."
Mulvaney continued, "And I just hope that all trans and non-binary people can get the gender affirming resources that they need, because this is life changing and sometimes life saving. So thank you so much for supporting me. And we've got so much to catch up on. I love ya."
Gender affirming care is a euphemism used to refer to the medicalized sex change procedures prescribed to transgender-identifying individuals, including puberty blockers, hormone treatments, and surgeries. The term is frequently deployed when speaking about children who identify as transgender.
The TikTok star is also a political activist, having met with President Joe Biden at the White House in October. In an interview with Biden, Mulvaney, who once identified as a gay man and then non-binary before transitioning, said "Trans people aren't going anywhere… and that trans kids… deserve a fighting chance to be their true selves."
"Do you think states should have a right to ban gender affirming health care?" Mulvaney asked.
"I don't think any state or anybody should have the right to do that," Biden said.
Mulvaney has also come under fire for espousing views that some gender-critics have deemed as misogynistic, with videos referring to vaginas as "barbie pockets" and making a mockery of feminine menstrual products.
The TikToker's offensive comments on makeup company Ulta Beauty's podcast caused many women's rights activists to boycott the store.
In the podcast episode, Mulvaney claimed to be able to become "a mom one day," and seemingly equated being a woman with aesthetic beauty.
"I never saw myself as beautiful before this gender… journey started because I didn't think boys were allowed to be beautiful," explained Mulvaney.
"I am the mother of three little girls. Their lived reality is being fetishised, appropriated & turned into a mockery by these two adult males, who are valorised, promoted & paid vast sums of money to do so," said Katherine Deeves, an advocate of women's sex-based rights, on Twitter.
"This offensive to every female on the planet. Women say NO @ultabeauty."
#BoycottUlta trended on Twitter as a result of the controversial statements made by Mulvaney.
